It is true that the nuclear weapons have to be dismantled, but that in itself does not get rid of them. The fissile material (plutonium or enriched uranium) has to be disposed of such that it can not be reused as part of a nuclear weapon. To get rid of the fissile material, it has to be modified such that it can be used up in a nuclear power plant. The process for doing that involves converting the metal (plutonium and uranium) to oxides that can be mixed together and downblended with less enriched uranium such that it can be used in nuclear power plant fuel.
